Lifelong Learning - Policy Co-operation and Innovation in Lifelong Learning (Key Activity 1)

The transversal "Key Activity 1: Policy Co-operation and Innovation in Lifelong Learning (LL) " complements the sub-programmes of the Lifelong Learning programme (2007-2013) by supporting policy development and cooperation at EU level in LL, by ensuring an adequate supply of comparable data, statistics and analyses to underpin LL policy development, by monitoring progress towards objectives and targets in LL and by identifying areas for particular attention.
The Lifelong Learning Programme comprises four sub-programmes (Erasmus, Comenius, Grundtvig and Leonardo Da Vinci) and is completed by a transversal programme focusing on policy cooperation, languages, information and communication technology and dissemination and exploitation of results. The transversal programme pursues activities that cut across two or more sub-programmes.
Types of activity supported:
1. Individual mobility This includes study visits for experts and officials designated by national, regional and local authorities, for directors of education and training establishments and guidance and experience in accreditation services, and for social partners. The aim of the study visits is to facilitate the exchange of information and experience between decision-makers and educational specialists in areas of common interest to participating countries, especially in the fields of pre-primary, primary or general, technical and vocational secondary education.
2. Multilateral projectsMultilateral projects are aimed at preparing and testing policy proposals developed at Community level and innovation in lifelong learning. Multilateral projects are also aimed at developing lifelong learning measures for Roma integration joining-up educational and other measures to raise the participation and the attainment levels of Roma students in general education and VET.
3. Multilateral networks aiming at awareness-raising and dissemination activities regarding the most successful experiences in joining up educational measures and other policy measures for the social integration of Roma children and students in order to raise their school attainment levels.
4. Multilateral cooperation networks of experts and/or institutions working together on policy issues.
Such networks may include:
Thematic networks working on issues related to the content of lifelong learning or to lifelong learning methodologies and policies.
Fora on strategic issues in lifelong learning
5. Observation and analysis of policies and systems in the field of lifelong learning.
Studies and comparative research
Development of indicators and statistical surveys, including support for work undertaken in the field of lifelong learning in cooperation with Eurostat
Support for Eurydice, the Information network on education in Europe
6. Action to support transparency and recognition of qualifications and competences
This includes also qualifications and competences acquired through non formal and informal learning, information and guidance on mobility for learning purposes, and cooperation in quality assurance. This may include:
Networks of organisations which facilitate mobility and recognition, such as Euroguidance and National Academic Recognition Information Centres (NARICs)
Support for transnational web-based services such as Ploteus
Activities under the Europass initiative
Accompanying Measures: including peer-learning activities aimed at promoting the objectives of the key activity.
Eligible organisations:
National or regional ministries in charge of education and training and lifelong learning policies, and other authorities/bodies and stakeholders organisations active in the development and implementation of lifelong learning policies.
Stakeholders organisations include European, national and regional associations or organisations whose main activities or core responsibilities are directly linked to any education and training sector, in particular social partner organisations and other national or regional associations
that represent the interests of a societal group in the establishment and implementation of lifelong learning policies.
Applications may be submitted by organisations (including all partner organisations) established in one of the following countries:
- the 27 EU Member States,
- the three EFTA-EEA countries (Iceland, Liechtenstein, Norway),
- Turkey, Croatia, former Yugoslave Republic of Macedonia, Serbia
- Switzerland.
Also certain other countries (overseas countries and territories and third countries).
